Canada opens workforce retention and retraining applications
A new federal program combines reduced-hours income support with employer-led training, including up to $1,000 per participating employee for eligible employers.
On October 22, 2026, Employment and Social Development Canada launched the online application form for the Workforce Retention and Retraining Program. The program is intended to help businesses retain skilled employees while adapting, retooling or diversifying during economic disruption. It runs from October 2026 to March 2028.
Eligible employers can receive up to $1,000 per participating employee toward training and administration. Training may include technical skills, digital skills, peer learning and learning on the job. Participating eligible employees working reduced hours can receive EI Work-Sharing benefits plus an income top-up linked to employer-provided training.
WrenchRoster perspective: industrial employers facing a temporary slowdown can assess whether retaining and retraining their existing crew fits their operating plans. Start by identifying the skills needed for upcoming work, then check the official program requirements. The announcement establishes an application route; it does not mean every employer or training proposal qualifies.
